OVERVIEW ---------------------------------------------------------------- This README describes the public-use dataset produced by EduCensus Round 1 field operations in Haiti (2026). The EduCensus platform is a GPS-anchored national school registry system developed by C2R ENTERPRISE LLC that enables ministries of education to conduct systematic field-based documentation of schools across climate-vulnerable countries. Round 1 covers the Republic of Haiti (ISO country code: HT) and represents the first systematic GPS-anchored school registry conducted under the EduCensus data collection framework. EduCensus is a trademark of C2R ENTERPRISE LLC filed with the United States Patent and Trademark Office (Classes 41 and 42). ---------------------------------------------------------------- 2. DATA COLLECTION METHODOLOGY ---------------------------------------------------------------- Field operations were conducted using the EduCensus three-tier data infrastructure: TIER 1 — FIELD COLLECTION Field collectors used the EduCensus Progressive Web App (PWA) installed on ruggedized Android tablets. Each school visit captured 118 variables across 14 domain groups using GPS-anchored forms with offline storage via IndexedDB. Photographs were captured for key infrastructure variables. TIER 2 — LOCAL STORAGE UNIT (LSU) The EduCensus LSU is a Raspberry Pi 4-based ruggedized field device that received records from tablets over a closed local WiFi network. The LSU stored records locally and synced to the cloud database when connectivity was available via 4G LTE or WiFi. TIER 3 — CLOUD VALIDATION Records were received by the Supabase cloud backend via the handle-field-sync Edge Function, which validated each record against the EduCensus codebook schema, computed derived indicators, and stored validated records in the national school registry database. ---------------------------------------------------------------- 3. The public-use dataset includes field-collected variables only. PRIVACY AND DATA PROTECTION ---------------------------------------------------------------- The following variables are EXCLUDED from this public-use file to protect the privacy of school administrators: SCH_HEAD_NAME Head teacher full name SCH_HEAD_PHONE Head teacher phone number TCH_NAME Individual teacher names PHO_URL Photo storage URLs ADM_* All administrative system variables GPS PRECISION REDUCTION: Raw GPS coordinates are captured to 7 decimal places (~1 meter precision). Public-use files reduce precision to 2 decimal places (~1.1 kilometer precision) to prevent precise geolocation of individual school staff. DATA USE AGREEMENT: By downloading this dataset you agree to: 1. Cite the dataset and codebook using the citations provided in Section 7 of this README 2. Not attempt to re-identify individual school staff 3. Not combine this dataset with other data sources to re-identify restricted variables 4. DATA QUALITY AND VALIDATION ---------------------------------------------------------------- VALIDATION PROCESS: All records in this public-use file have passed the EduCensus automated validation pipeline which checks: - Required variables present (SCH_NAME, SCH_TYPE, GEO_LAT, GEO_LON, GEO_COUNTRY, ENR_TOTAL) - GPS coordinates within Haiti national boundary - Enrollment consistency: ENR_BOYS + ENR_GIRLS = ENR_TOTAL - Teacher certification: TCH_CERTIFIED <= TCH_TOTAL - Student-teacher ratio plausibility check - Climate module completeness check RECORD STATUS: Only records with sync_status = 'validated' are included in this public-use file. Records flagged for validation issues are excluded. KNOWN LIMITATIONS: - Academic indicator variables (ACH_) are self-reported by head teachers and have not been independently verified - GPS coordinates reflect the location where the GPS fix was captured during the field visit, which may differ slightly from the precise school entrance location - Climate resilience variables reflect conditions observed at the time of the field visit - Schools documented for the first time (DRV_COVERAGE_FLAG = true) may not appear in prior ministry registries ---------------------------------------------------------------- 7.
